ДЕМОКРАТІЯ - тип держави або політичної системи управління, що ґрунтується на принципі народовладдя. Поняття "Д." змінювалося історично; у сучасних політичних концепціях його тлумачення також мають значні відмінності. Ці відмінності зазвичай пов'язані з відповіддю на два чільні питання: а) що позначають словом "народ"?; б) у який спосіб "народ" здійснює самоврядування? Вперше термін "Д." був уведений в обіг в Афінах у V ст. до н. е. Словом "народ" ("demos") тоді позначали частину дорослого населення міста-держави (поліса), яке мало право брати безпосередню участь в обговоренні питань, що стосувалися життя міста-держави (цієї участі були позбавлені раби, жінки та люди, що у будь-якому поколінні переселилися у місто-державу). Розмежування на загальні (суспільні, політичні) питання і такі, у розв'язанні яких особа має діяти, виходячи з особистого рішення, стало однією з важливих ознак демократії. Розуміння Д. як безпосередньої участі громадян у розв'язанні спільних справ (а це вимагало, щоб територія держави була невеликою) є характерним для Руссо. Одначе поява в Європі національної держави супроводжувалася тим, що поняття народу стало поняттям нації, а великі територіальні розміри новочасних держав зробили неможливою безпосередню участь великого загалу людей в управлінні. Внаслідок цих змін Д. набуває ознак "представницької". Цей новий тип Д. став предметом аналізу та різноманітних оцінок - позитивних, скептичних та різко негативних. На противагу переважно оптимістичній оцінці представницької Д. в ліберальній політико-філософській традиції, консервативна традиція наголошувала на таких її вадах, як індивідуалізм, утилітаризм, просвітницький конструктивізм (див. консерватизм). Різко негативна оцінка Д. була притаманна соціальній філософії марксизму, який вважав будь-яку державу знаряддям класового гноблення Н. егативно оцінювали представницьку Д. також прихильники анархізму, оскільки вважали, що за фасадом такої Д. приховане всевладдя бюрократичного централізму. Скептична оцінка представницької Д. характерна також для елітарних концепцій. Прихильники цих концепцій вважають, що вибір представників народу контролюється елітою або елітами - політичними, військовими, економічними, культурними тощо (див. еліта). Починаючи з серед. XIX ст. на Заході почав установлюватися сучасний тип Д., засад ничими прикметами якого є інституційний та ідеологічний плюралізм (вільне змагання різних політичних ідеологій). Суть інституційного плюралізму полягає у фактичному існуванні та узаконенні різноманітних асоціацій та автономних організацій. До останніх, окрім політичних (політичні партії, лобістські групи та інші групи тиску, незалежні центри політичного аналізу та політичної інформації тощо) належать також профспілки, автономні освітні, культурні, гуманітарні та ін. організаційні утворення. Той факт, що інститут представницької Д. різко зменшив число громадян, здатних брати безпосередню участь у виробленні та прийнятті політичних рішень, спонукав до появи ідеї (та відповідної практики), відомої під назвою "Д. участі". Суть цього різновиду Д. полягає в орієнтації на те, щоб якомога більше рішень, в тім числі політичних, приймалося не централізовано (на верхніх щаблях державної влади), а внизу, на рівні місцевих та інших організацій; практика "Д. участі" включає також проведення різного роду опитувань та референдумів. Поняття "Д. участі" близьке до поняття т. зв. "прямої Д.", для якої характерними є акції "прямої дії" (страйки, вияви громадянської непокори тощо). Одним із напрямів поглиблення Д. деякі політичні філософи вважають "економічну Д.": збільшення участі працівників в управлінні підприємствами. Проте, як показав досвід (зокрема в колишній комуністичній Югославії), збільшення такої участі зазвичай не сприяє економічній ефективності. Історія розвитку суспільства засвідчує, що Д. сама по собі не є ідеальним засобом, що розв'язує всі проблеми (соціальні, політичні, управлінські та ін.). Вона доконечно потребує існування відповідних культурних, економічних та соціальних передумов. Це було відомо ще Аристотелю, який у "Політиці" показав, що наслідки демократичного управління залежать від того, з якою саме Д. в кожному окремому випадку ми маємо справу. Сучасна Д. спроможна виявляти свої переваги за відповідного рівня загальної культури суспільства, відносно високого рівня добробуту та наявності широкого середнього класу. Вона передбачає високий рівень здатності людей до самоконтролю, виконання своїх громадянських обов'язків, до розумного поєднання індивідуальних та групових інтересів з інтересами інших людей та суспільних верств, отже, зрештою, до забезпечення спільного добробуту. Цими здатностями повинні насамперед володіти представники політичної еліти. Якщо ця умова не зреалізована, то Д. може зазнавати змін або у бік бюрократичної централізації або диктатури В. ірогідність такого повороту зростає в міру того, як Д. перетворюється на прикриття безвладдя та хаосу. Чим менше люди здатні до самоконтролю, тим більшої ваги набуває зовнішній контроль над їхньою поведінкою. Це фундаментальний закон суспільного життя О. тже, міра свободи в сучасних суспільствах прямо залежить від того, наскільки самі люди шанують моральні та правові цінності. Сучасна укр. Д. також має серйозні вади, найглибшою причиною яких є стан масової свідомості, успадкований від комуністичного минулого. Саме це дозволило колишній комуністичній номенклатурі зберегти впливові позиції в економічних та владних структурах, що призвело до формування посткомуністичної неономенклатури і, як наслідок цього, до гіпертрофії бюрократичних структур та регламентацій.В.
